General Increase: Policy Covered Staff 2026-2027

2026-27 UC Systemwide Salary Program for Non-Represented Policy-Covered Employees Guidelines

  • For policy-covered staff employees, salary increases will be implemented as a general increase, where all eligible policy-covered staff employees would receive a 4% increase to their base salary.
  • Although this year's salary program for policy-covered staff is not a merit program where performance impacts the amount of increase, the importance of the annual performance review process should not be discounted.
  • All policy-covered staff employees should continue to receive, at least annually, a performance review per policy.

Eligible Staff Employees will receive a 4% increase to base pay as follows:

  • Effective July 01, 2026, for monthly paid employees
  • Effective June 21, 2026, for bi-weekly paid employees 

Eligible Staff Employees:

Non-represented employees in career appointments who:

  • As of July 1, 2026, hold a non-represented career appointment, partial year career appointment, or serve as a contract employee whose contract allows for a salary increase
  • Are on active, non-probationary, status (or on approved leave) on July 1, 2026
  • Are on UC payroll (or on approved leave) on or before January 1, 2026
  • Are on active status (or on approved leave) on the applicable payout date.
  • Have no documented formal corrective action or less than satisfactory performance within the previous 12 months.

Additional Considerations:

  • Employees who have transferred from another University of California location who are otherwise eligible will be eligible at UC ANR, provided that there was no break in service between their appointments.
  • Individuals who are at or near the range maximum will be eligible for an increase up to the range maximum.

Ineligible Staff Employees:

  1. Employees rated as less than meets expectations on their most recent performance evaluation are not eligible for the salary increase.
  2. Probationary employees as of July 1, 2026
  3. For employees in positions covered under collective bargaining agreements, their compensation is determined by the contract terms in their respective labor agreements.
  4. Those employed in student, limited, per diem, or casual/restricted appointment types.
  5. Academic appointment types are covered by Academic Personnel Policies.
  6. Employees who separate from the University on or before the pay-out date.
